California Disability Employment Policy: The Basics

California has a statewide strategy to increase employment rates for its residents with a disability. Secretary Kim Belshé of the Health and Human Services AgencyOffsite Link and Secretary Vicki Bradshaw of the Labor and Workforce Development AgencyOffsite Link approved the California Comprehensive Strategy on Employment of People with DisabilitiesOffsite Link in 2006.

Departments within these agencies work to implement the three main components of the Comprehensive Strategy. One part focuses on employers and business; one part focuses on youth and adult employees and business people with a disability; and the third part focuses on improving how programs work together. Strategy priorities include providing seamless access to health coverage and benefits planning services, providing fully accessible services at One Stop Career CentersOffsite Link and other state managed employment programs, and enhancing state government as a model employer.

The Governor’s Committee on Employment of People with DisabilitiesOffsite Link advises the Governor and reports to Sacramento legislators on progress with the Comprehensive Strategy.
