Eligibility Rules for Medicare Part D Low-Income Subsidy Change in 2010

Medicare has made it easier for people to qualify for the Medicare Part D Low-Income Subsidy program (also known as "Extra Help"). Starting in January 2010, two changes under the Medicare Improvements for Patients and Providers Act will make it easier for people to get help paying for their prescription drugs:
  • Social Security will no longer count life insurance policies as a resource; and
  • Social Security will no longer count as income any money that someone else regularly spends to help pay for your household expenses (e.g., rent, food, electricity).

Social Security will send a letter to all beneficiaries explaining the changes, along with a form for beneficiaries to fill out and return.
